Outlook 2015 (Mac) will not reactivate

My organisation has rolled out office 365 to all users. In doing so we had to change around some of the licenses and this has resulted in an error when using Outlook 2015 on one account. The installation of office 365 (business premium) proceeds normally. All of the applications are installed as expected and the registration process proceeds normally. However, when you run Outlook 2015 it fails with an error message on the bottom right-hand part of the screen which reads that the version has been deactivated and is offline.  When you try to reactivate manually the login fails with the message that "somebody from this organisation is already logged in on this machine".   It seems that Outlook believes there is a duplicate licence on the machine where there is not.  Please note this only applies to Outlook, the other applications are fine.  I can also confirm that when the same account is used on a Windows machine the problem does not occur and similarly the online account is operating normally.

I have tried reinstalling the entire Office 365 suite on the Mac  - everything is the same after the reinstall and the problem recurs.

Has anyone else had this issue? - any suggestions gratefully received.
